Oversight based on facts
We monitor programme obligations and legal rules. Findings must be verifiable, reasoned and linked to the public register.
Monitoring concerns legal obligations, not the editorial choices of media outlets.
What monitoring covers
The Monitoring Sector checks whether broadcasters comply with programme obligations and the rules of the Electronic Media Law. The work is based on review of broadcast content, records and available data.
Monitoring is not a judgement of taste or editorial choice. It concerns legal duties: protection of minors, hate speech, advertising rules, election coverage and other obligations set by law.
How a finding is completed
- Monitoring
Data about broadcasting is collected and the relevant legal framework is checked.
- Analysis
The Agency establishes whether there is a departure and which facts matter.
- Finding
A reasoned internal assessment is prepared and, where needed, proceedings are opened.
- Publication
Relevant reports and decisions are published in the register.
Reports and transparency
Periodic monitoring reports show which topics were reviewed and how the rules were applied. Reports do not replace individual decisions, but they help explain the wider context of oversight.
