Rules that can be read
The regulatory framework should be available before a decision. Here are the categories of rules, forms and sources for verification.
The Agency does not replace the legislature. Published rules and individual decisions take precedence over summaries.
The legal framework
The Agency’s work is based on the Electronic Media Law and secondary legislation. The rules cover the conditions for audiovisual media services, programme obligations, oversight and the handling of complaints.
This page provides an orientation to the categories of rules and forms. Official texts of laws and secondary acts are published in line with the applicable rules on publication.
Categories of rules
Primary legislation
The law and other general acts governing the field.
Secondary acts
Rulebooks, decisions and guidance for implementation.
International practice
Standards, recommendations and the practice of European regulators.
Forms
Requests, complaints and other documents for submission.
How the rules are applied
Rules are applied together with reasons and the Agency’s practice. When a point is unclear, it is useful to check decisions in the register and contact the Agency before submitting a request.
